Why would you even consider paying a CA for a charged off account? All they're going to do is take the money and sell the remaining balance to another CA. Once the OC has charged off the account and has received the tax break, why should you pay the CA? Your contractual commitment was with the OC....NOT the CA who has bought your debt for pennies on the dollar. It's not like the CA did the right thing and purchased the debt at full price. IT's a scam, plain and simple. Unfortunately, the legal loopholes allow these predators to exist.
