However, as a "rule of thumb" if you have a dispute of that type, it is better to pay what is requested FIRST, and then seek redress and reimbursement afterwards.

Go on line and look for Ca.Home Owner Assoc. consumer groups, they will let you know what, if any your recourse is.

In MOST States, these assessments and fees, although covered under some degree by the FDCPA after they are turned over to a 3rd party collector, are not regulated.
