what does charge off mean?

I keep seeing this and does it mean that once the OC has given up on collecting the money? I have been dealing with Wolpoff and Abramson, just started getting letters from them and did talk to them. I see that is not a good idea but I found this site way too late. Is W&A working on behalf of MBNA or did MBNA charge off the accounts and W&A bought them? Probably a stupid question but I am new to this.
