Citibank "holding company" releasing private financial info

My younger brother is delinquent on his CitiBank card among other and plans on filing chpt 7 bankruptcy in a month or two. In the mean time, I get a call at MY house from a company claiming to be a Holding Company... that is a stage between CitiBank and a Collection Agency. I asked if they are a division or part of CitiBank. He avoided the question, but did tell me about my brother's financial information. The guy also said my phone number was listed as our parents phone number and he gave them authorization to contact them. WHAT???? I thought this was private info and could not be released to anyone but the debtor. The phone number this collector is at: 800-568-2733 (caller id 516-932-9893 under National Financial). I called my brother and told him to sue for releasing his private personal financial information. Any recommendations on how to proceed? Any Minnesota attorney referrals for suing?
