It is probably the inhouse collection team. They are notorious for contacting people's relatives and embarrassing them into paying. If it is Citibanks inhouse collection agency, your brother is out of luck and cannot sue because FDCPA does not apply to original creditors. However some states have thier own FDCPA lies that apply to original creditors so he may be in luck there.
