Guess I lost the bet since I guessed your letters were from Capital One earlier. Yes this is a scam, as a matter of fact Capital One sent me a letter similar to that last year. I was paying on a settlement with Portfolio Recovery at the time and my Portfolio Recovery rep told me not to do it. Can you believe it? The collector told me it was a scam. I didn't know they were doing that as well.
