If I were your brother I would send them a letter advising them not to contact that phone # and not to discuss my financial situation with anyone. I would send it certified return receipt. They are only supposed to leave messages---not release actual information. Plus, nine times out of ten this paperwork that your brother put the # on was probably ambiguous anyway. It probably said name and number of nearest relative. But if you haven't been contacted by collection agencies before, you don't know that they use the #'s for this purpose. After he sends them the letter advising not to use that # again he may be able to sue.
