how to determine if a judgment has been legally aged or not?

Nineteen years ago I made a mistake as a minor and was hit while driving without insurance. I was not at fault, however the beurocracy didnt care about the truth, just about what was expedient. The person who hit me lied and the police believed them, not me. the state in which the judgement was filed is telling me the judgement is in perpetuity. how can this be? The state in question is alaska, and as shown elsewhere on this site the SOL is 5 years for judgements. My question is how do I find out if the judgments have been properly or improperly aged? It is absolutely unfathomable to me that people who commit murder can be elligible for parole, but a stupid minor making a stupid mistake must pay for it for the rest of his life. I will not pay for the accident, I was not at fault.
