transferring account to another person?

I was called recently by the credit card company, telling me that i haven't paid the amount I owed and they'll file a lawsuit, mark it as "charge-off". Shocked! Yes.
then they gave me the addy of that person who's my ex-neighbor and who's using the card (I moved away a few years ago). I contacted them and threatened to report to the police. they called the credit company and admitted to using it and will pay back in small amounts. since they called the company, the credit company advised me not to call the police. is there anyway that person will be responsible for the account? what do I need to do to transfer to their name?
