What EXACTLY qualifies as "Validation"

I requested validation from a CA, and they sent me some bogus crap that I KNOW does not meet the requiremenets of validation. But is there any written law, or case judgements that can be quoted stating what is and is not considered validation? I mean, if I write back to the jerks telling them that what they sent me isn't good enough, I'd like to be able to cite cases proving my point. I've already filed complaints against them with my State's AG and with the FTC. Now I just need to respond to them quickly saying, "Sorry... try again." If I don't respons AT ALL, I know their next step is to file a lawsuit against me anyway. I'd like to have the documentation showing that I let them know they had not validated, and why, etc. And the citing of cases or written laws would certainly go a long way toward helping my case if and when they do eventually sue. Thanks for any help!
