Is it legal for the Student Loan collection agency to state that they will only accept payments electronically because there is no record of 12 consecutive months of payments?

A friend is being harrassed by Progressive a Collection agency for her student loan. she has had a hard time making the payments and they have been harrassing her and yelling at her. They are even starting to call her job and threatening to start garnishing process. She is concerned and trying to do right with this debt but she does not make a lot at all and has offered to pay something but they tell her that they will allow only what they want as a payment not the $50 or $100 that she can pay them and they only want it out of her checking account electronically.
