NCO - collection letter on 7+ year old charge offs

I just received a letter from NCO offering a settlement of $13K (50%). I have no reason to pay a cent. The OCs charged off the accounts in 1996 and early 1997, so they have dropped off the CRs in the past year and are long past the California SOL.

My CRs are almost clean - some 15-20 year old active trade lines and 2-3 year old accounts all in good standing. Just two more 1997-1998 blemishes to wait out. I just pulled the CRs again and NCO had a hard inquiry on TU in June. I've heard inquiries can harm FICO scores.

Two questions:
Is there a downside to just ignoring the letter and then disputing / suing if the trade lines reappear?
Can NCO pull my CRs on accounts not legally enforceable (no permissable purpose)?
