I don't think it's arbitration papers because I dealt with W&A on 4 cc accounts and each time they demanded NAF arbitration they served it via certified mail.

I think they may have actually filed a lawsuit in court to collect. In most states now, you can check online to see what lawsuits you have been involved in or if it's small claims, you can go down to the small claims clerk and look up whether you have been sued.

If they cannot personally serve you or yor wife (make sure anyone else in your house tells the sheriff they cannot accept service for you), the sheriff may try to go to your work place to serve you. If the sheriff cannot find you, W&A could try to serve you via publishing notice in a newspaper which doesn't really give you notice.

How do you know it's W&A? If it's an arb letter, it's probably just a delivery person and not a sheriff.
