It works because the debt has been paid. The CA can gain nothing by continuing to attempt to collect. They'll give you what you want just to make you stop bothering them. This is of course the same principle they used to make you pay them.

Even if you don't include extreme threats, it seems kind of nuts to demand validation of a debt after paying it. But this also can work because likely they never could validate it in the first place. Also after the account has been paid and closed out, they may have destroyed any validation material they had.
