Wage Garnishment

A friend recently called me and said her bank: Bank of America had allowed an attorney to garnish her account (removed all funds). There was no prior notice. Is it legal in Texas for wages to be garnished without notice or producing a court order to the person whose wages are garnished? A prompt response will be greatly appreciated.
