Can CA force house to be sold?

My wife and sister are on the deed to a house in PA as "tenants in common" so they both own 50% on paper. My wife's siter, mother and aunt live in the house. We live in NY. My wife's sister is being chased by CA's but I don't know any details. The house has no mortage and my wife refuses to let her sister take a mortage to pay her bills off because she knows her sister will take the money and run leaving a mortage, bills etc. Can a CA force the sale of this house sending her mother and aunt out? Can we buy her sister out NOW cheap to get her off the deed? As long as nothing is filed against the house already would the sale be protecting the asset?
