Only IRS can lien/garnish w/o judgement. Happened to me looong time ago. Even then you can go in and get it adjusted. Got my pay one day and all they had left me for the week was @ $40.00. Contacted my payroll dept and they told me how to take care of it. They hit me @ 7 years after an error and by the time they were done with penalties and interest a $300 debt was blown up to over $5000.00. Had been filing returns every year and not moving around, they just waited until SOL was about to run out to maximize my pain. Remember SOL can mean several things.
