Many States have restrictions on out of State CA's, the SOL list link on my website also lists garnishment rules and CA licensing. ACE violated the law by threatening to take an action it was not allowed to take, i.e. garnishment, so even if they did not actualy file suit (which they couldn't legally do) their telephone threat constituted fraudulent extortion.
