WhyChat, question on TX acct freeze

I am guessing that the lady below had the freeze lifted on her mom's account because the only money in it was her Social Security? And that cannot be garnished. What if someone could prove the only money in an account was wages? Wages cannot be garnished either. Any thoughts on this?
