It means you are "opting-out" of all those pre-approved things you get in the mail. CRA's give out info for this purpose, but scum CA's use this info to also poison your reports. The number to use is 1-888-OPTOUT(1-888-8688). All three CRA's use the same number, so you can opt-out from all three with the one phone call. Most will opt-out for the 2 years rather than the permanent opt-out.
