Have you disputed the accounts with the CRA? You need to FIRST dispute the accounts as "not mine" to see if they are being verified. If they ARE verified, and you are still several years away from the 7 year deletion, then yes, you can pay the OC health care provider with the HIPAA letter, and then redispute using the follow up letters and instructions.
