The SOL letter will let them know that you know your legal rights. If they are reporting their TL on your CR, and making this look new, then you have a TILA violation. That's another story.
If you have been denied credit because of their TL, then you have a case against them.
You are long past the SOL in either state.
You need to OPT OUT to prevent this kind of thing from happening. Send the SOL letter certified/return receipt.
