Is California creditor friendly or debt friendly

Hello, Can anyone tell me if California is debtor or creditor frindly state? Also can wages be garnished in California? If so what is the maximum amount? They are saying 25% of gross income, not take home income. If so that would make it so I would have to file bankruptcy as I live from paycheck to paycheck. Thanks for any answers,
