2 lawyers 2 opinions 2 confusing

have talked to 2 attorneys this week; one a bankruptcy lawyer, one a consumer affairs attorney. the bankruptcy lawyer says declare CH7, the consumer guy says settle and then we'll sue the collection agencies for violations! sigh. we actually would settle but for 2 things: 1) we can't raise the 6K on 18K owed they are willing to settle for and 2) i don't trust the agencies - they could still be after us for the rest!! is there a way to get them to put IN WRITING that paying 30% of a debt settles it IN FULL, and not have someone else sue us for the balance? i have been told here in the forums NOT to talk to collection agencies, yet the consumer affairs man (who has a good rep on these boards) says to do so. it is bad enough debt and bankruptcy are so stressful; there needs to be an unbiased person you can go to who DOESN'T make money by advising you to use his services!!!
