Assigned vs. Sold to CA

Hello! What is the difference between your acct. being assigned by the OC to a CA or sold. Does it make any difference in regards to SOL? If a CA is an assignee of the OC-do they have more collection "tools" (for lack of a better word) at their disposal? Thx!
