2 Accounts Being Collected as 1

Can a debt collector (ARROW FINANCIAL SERVICE) combine 2 separate collectable accounts into one and try to collect it as one account. I figured this out when I was wondering about an amount this company was trying to get for this one account. I new for a fact it couldn't be this high. When I pulled my credit report I noticed they where listed for 2 collectable accounts. Both those amounts added up to the one amount they where trying to collect for the one single account they mailed me with a settlement offer. What should I do?
