Cohen&Slamowitz Judgment

A few months back these jerks won a judgement against me in NY and frooze my checking(only had about $100.00) but they have been unable to get any money from savings acct(bank loan that will take 4 years to pay off)I dont have a phone anymore so they cant call me but today I got an UNSIGNED letter from them saying thier client will accept 60% of 9,020.00.Should I just pay them( and how ?)to get my checking acct and judgment settled? Need advice.
