charge-offs and added interest question

when does a charge-off begin to collect interest? who determines the interest-like if its assigned, does the ca or oc add interest? and is each state diffeent in how much interest they charge? Is it legal to add interest or do they just get away with it? I have 2 charge-offs w/ credit cards. Bank One already added interest added on.(about 2,000 since it was charged off.( almost 1 year ago) Discover has not.(charged off 7months ago)
