Patenaude & Felix, ignore?

Today I received a letter from "Patenaude & Felix" (an attorney) entitled "Second Demand"" for payment of a credit card debt (under $3000). I received it just regular mail, and I never received their "first demand" (isn't this a violation of the FDCPA?) They are based in Southern CA and I live in Northern CA.

I have a horrible credit report including an existing tax lien. While everybody else is offering me settlement offers at 40% to 50% of the original debt, they state "If you wish to eliminate further legal action, contact us immediately ...".

Not sure what to do. Normally I'd ignore something like this, but it sounds kind of threatening. Should I demand validation or just remain out of sight? The only information they have on me (on my credit report) is a mailing address (which is different from my living address).
