Debt Collectors - Titan Recovery

My mother received a letter from a supposed Law Office in CA (we are in TX) saying the represent the company Titan Recovery Group who is trying to collect on a debt owed to Chase Manhattan. They demand she either pay the debt in full or to respond by written letter within 30 days to dispute the claim. My mother called the phone number provided and the person on the other end threatened that they could put a lien on the house if she does not pay.

My questions are:
-Can they, in any way, make her sell her house to pay off the debt?
-Is it legal for them to make this threat?
-What should her next step be?
-What are her rights in such a matter?

Any help would be greatly appreciated as my mother is frantic and it breaks my heart to see her like that. Thank you.
