removing name from credit card

Hi, I am having trouble finding a California law that says a credit card company is obligated to remove a name from a credit card. This was a joint account but the divorced couple both signed and submitted a sole responsibility form which says that the husband would take over the debt. However, the ex-wife is still being held responsible for this. Does anyone know if a company HAS to remove her name by law?
