He can contact legal aid in NY, or the NY State Bar Assn will refer him to an attorney the fee is $25 for 1/2 hr consultation.

If it were me, knowing what I know, about collection agencies and lawyers, LOL, I would take my chances that this they will go on to greener fields and more immediate rewards, with the knowledge that I could always contact an attorney if they served me.
