Anyone know about cease and desist letters?

I have recently been contacted by a collection agency asking for a debt from December 1993 at a university I attended. I was told that after four year you can send a cease and desist letter negating the debt if a suit had not been filed. Is this true? How do I go about writing this letter and whom do I write it....the university or the collection agency?
