When I moved, I called the utilities, and gave my address to people that I wanted to have it. I did not do a change of address at the post office. I was not really hiding since I did get a new drivers license and car registration. Also had utilities in my name, but I was in another state. They couldn't say I was hiding, I just din't make it easy for them. They found me eventually anyway, but it took awhile. I did not know to OPT OUT back then. BUT since you are getting a PO Box, maybe you should do a change of address with the post office. I had a P.O. Box in a private ship packaging place. It had an address and then a box #. Looked like an apartment house address. This was the address I gave to my old bank when I moved. I kept the accounts open, with just a little money in them, and then opened a new account locally. Banks sell info too. So, I just didn't give them my physical address.
