No, they do not have to accept anything but full payment. HOWEVER, their unwillingness to accept a reasonable payment plan may well result in a lack of recovery of *any* amount. That is the risk they take.

But your attempts to pay a reasonable amount shows your good faith in the eyes of the court, should you eventually be sued while the statute of limitations is still running. If the CA is making unreasonable demands, and you have a paper trail showing you *tried* to work with them, then you have to right to stop communicating with them. Demanding more than you can be expected to pay after that is mere harassment.
