ok back on track....whens the right time to write CRAs?

I have sent letters to the CA that has this account thats not mine, and have had no response. nothing has been taken off my report...should I write the CRA now? explain the situation of a relative openening an account without my knowledge or censent BEFORE I was of legal age to obtain credit?
