The only problem is if they are on, say, AOL and sign on at the same time someone else on AOL does, they will have the same IP number. You still have to use your own judgment, not just an IP number. If it is insulting and all but illiterate, it is probably a troll. It would be a shame to freeze out someone with a legitimate question just because the IP was the same as a troll.
