I had a friend that worked for a well known Dept store that had a very strict quota when it came to getting people to sign up for their credit cards.They even threatened to fire anybody that didn't meet this quota so many months in a row, so some of the employees started taking names out of the phone book and filling out the applications themselves,just to keep their jobs. I mean this store might ask for 5 applications a day and on a slow day there might not be 3 customers in certain departments of the store and those customers may already have a store card. I don't blame these employees, they were backed against a wall.
