They have a judgment and the 'every so often' questionairre is a form of debtor's exam to determine whether you have anything they can take from you to satisfy the debt. Judgments are good for 10 years in NY, with renewal for an additional 10 years to a max of 20 years, so they can keep bugging you for a long time.

You really need a lawyer - you were railroaded by a fraud !
