I think that if the gambling is done on the internet, the laws of the country that the business is actually based in are the laws that apply. Basically, if gamling is legal in Rio and that is where the business is based, then someone in the US, reguardless of that state's law, can legally place bets. You should check what is covered under international law though. www.findlaw.com or www.lectlaw.com would probably have something on this.
