Life-Long Credit Report?

I read someplace, I believe in the FCRA, that delinquencies, bad debts, etc., could be reported for a maximum of 7 years (10 years for bankrupcy) UNLESS you are applying for a very large loan (over $150,000 I think) or a high salary job (over $75,000/year I think). I am if this is true, and if it is, how I can get a copy of this information myself.
