How come I get letters to apply for credit

I have had unpaid credit in the past that has been cleaing up. I have in the last month or two been getting letters to apply for credit cards. they are not from companies that actually re post any bad debt. They are true visa, discover, etc.. The letters actually say "based on your credit we can provide you with a card". I have not tried for a card in 6-8 years. Would it hurt to try one of these and see? Any other questions post them and I will answer. Thank You
