They may contact a neighbor for the sole purpose of getting a contact number or address. They can't discuss the reason for the call.
That's the least of your problems. NEVER FILL OUT A LOAN APP. AND GIVE IT TO A COLLECTION AGENCY. All your wife did was give them a roadmap to sue. They got her business address and phone # her salary, lenght of employment, name of her boss. Jeez.Once this present garnishment is fullfilled, how long before they sue and get a garnishment against her for this current collection? I mean, they know how to find her.
Were I you, I'd take an inventory of all my debts and see if it may be worth filing bankruptcy over. You and your wife are going to be subject to a garnishment from every creditor you have from now on.
