How to make settlement with Credit card comapnies

Hi, I have been on a program with a Consumer Credit Council company since 8/97 started with about $32,000 in CC debt. Had to re-do the "plan" after 2 years because I couldn't live on it. 4 years later, I've paid over $30,000 on this plan but still have $16,000 in debt. I still can't afford it. I'm behind on utilities, taxes, sewer & water bills. I need help. I was checking out a debt negotiation svs, they say they can settle for 50%. Can I do this myself?? Negotiate with the companies? Where can I get Info? Thanks
