Indentity Fraud

My husband recently discovered that someone is using his social security number to post collections to his credit report. The Collection agencies refuse to allow him to prove that these collections are not his. They say 'the SS# is all the proof we need'. What can we/he do to prove that these accounts are fraudulant and stop this from happening again?
