No, they have to prove that these collections are his. Is there any other indication that someone else is using his SSN, like open accounts or inquiries on his credit reports?

You should read the Fair Debt Collection Practices Act, for starters,to see exactly what your rights are. Then you can either send a validation letter to the collection agency - this letter asks them to prove that the debts are your husband's - he will have to sign it. They have to produce proof - not just a SSN, that these are his debts. That means the original account information - that should be all the proof you need. If they do not respond to the letter, they must remove the accounts from his credit report.

You can also just go see a good consumer oriented lawyer and sue them if this has cost you money - like not being able to buy a house or car, or not getting good credit terms.
