Incorrect Debt and Collection Agency

Several months ago a derogatory item appeared in my credit reports (Trans Union and Equifax). The original creditor was a telephone company. The account was associated with an address where I have never lived and a telephone number that I have never had. I disputed it and it was deleted along with the address.
A few months later, the item resurfaced in the Experian credit report through a different collection agency. I was told to call the collection agency to resolve it. The first time I called them they seemed to have know knowledge of any such account, but a week later I got a bill from them. I called again and this time I quickly lost my temper due to the police-like questioning of the agent (the same person I had spoken with before). Thenceforth she refused to speak with me and I it took several calls to have another person listen to me. I explained to them that I have never lived in that address. They told me they would send me a "no knowledge" form for me to contest the debt. Instead, they sent me another bill two weeks later. I called again and the person claims she did send me the promised form. In the meantime I called the original creditor and discovered that the account in questin had been opened in 1997, before I had ever set foot in the city I live now. The original creditor also told me that they have no Social Security number for this account, only the name (a name like mine) and that address where I have never lived (though it belongs in the same zip code where I lived when I moved here). I keep telling the collection agency that I have nothing to do with this, that I have never lived there, but they just keep sending me bills. What can I do?
