Look more closely, there has to be some instructions about returning the summons with your response. If not, call the county courthouse and ask for instructions. As to the 9%. That is probably a claim for prejudgement interest and is set by your state.
As to what to do. If you do nothing you will lose by default and the creditor can garnish your wges {if your state allows it}, file a lein on your house, attach your bank account, etc. The problem is, unless the debt isn't yours, you can contest it and lose and the creditor does the same thing.
It's my experience, that people never have more than one account in collection. You might want to tote up all your outstanding bills and see a lawyer about a bk filing. If this is the only bill outstanding, I would suggest calling the creditor's lawyer and see if you can workout a payment schedule.
