Well, the 33 cents was actually millions, but not much for each person, lots for the lawyers, and a lesson for Chase.

The best cure is to always have other options. If a card company tries to trap you with high rates, have another card you can use instead. Give your business to the ones who treat you right. It's called "voting with your feet."

If they do an account review and they see that you have available credit with other companies, perhaps you won't get the their "list" of people they can trap. Or even if you do, you still have somewhere to go. Get more cards. Use them all, carry balances only on the low rates ones that treat you good, and zero them out once in a while, and let them sit for a month or so. Works for me.
