She should send a letter, certified, return receipt, closing the account. And keep copies of everything, because she is very likely to need to prove she did this. She should keep checking to see if they close it, and to make sure that no one changes the address on the account. She should also state in the letter the balance on the card at that time, and that she will not be liable for any further charges to the card.
